This site is included in the Council's Site Specific Part 2 Local Plan (Publication Plan) under Policy KET1 (Scott Road Garages). This document was adopted on 1st December 2021, a capacity of up to 22 dwellings is assumed here through this. Development of the site is expected to commence and be complete in 2021/22. Development on the site has commenced on the site as recorded in March 2022, through the annual monitoring of housing sites. It is anticipated that the site will be completed during the 22/23 monitoring year, as the site is currently under construction. Former stadium of Kettering Town Football Club. Site has not been used for footballing purposes for a number of years. Stadium demolished in 2017. A planning application for Erection of 49 no. dwellings including associated access and public open space (KET/2018/0519) has been received. This was refused at Planning Committee on 17/12/2019. A full planning application for this site was refused for 49 dwellings on 23/02/2020. An appeal on this decision has been received and subsequently decided. This appeal was dismissed. This document was adopted on 1st December 2021, a capacity of up to 49 dwellings is assumed here through this. Development of the site is expected to commence 2022/23 and be complete in 2023/24. Development of the site commenced in the 21/22 monitoring year but no dwellings were either under construction or complete. The site commenced in 22/23, and when monitored at the end of this monitoring year 27 dwellings were complete with the remaining 22 under construction. To derive these estimates it has been calculated that only 30% of the wider site is PDL so 70% of the overall site has been discounted for development, hence the minimum figure propsed of 46 net dwellings used. KET/2016/0044 - Residential development of up to 304 dwellings with associated access, infrastructure, public open space, nature areas and surface water management measure. This application was refused but an appeal on the site was successful and therefore obtained outline planning permission in December 2017 (APP/L2820/W/16/3162430). A reserved matters application for 255 dwellings (NK/2021/0372) was received in April 2021 and is yet to be determined. Little progress on the site so far. It remains a working scrapyard although the landowner did give an indication of a willingness to develop the site as part of the Plan for the Borough of Wellingborough (PBW) process. Site was therefore allocated as Policy Site 7 in the PBW to deliver in the region of 40 dwellings. The Leys Rd/Highfield Rd site was included in the Stalled Sites project undertaken across North Northamptonshire in 2020. This study concluded that the site was viable for a development in accordance with the PBW policy. The landowner continues to express a willingness to develop. 2024-04-01 2016-06-30

The site formed part of the Stalled Sites project undertaken across North Northamptonshire in 2020. This existing infrastructure is protected by easements and should not be built over or located in private gardens where access for maintenance and repair could be restricted. The existing sewer should be located in highways or public open space. If this is not possible a formal application to divert Anglian Water's existing assets may be required. This site formed part of the Stalled Sites project undertaken during 2020. This identified challenges to delivering the site, partciuarly around land ownership and viability.
